Edward Michael "Mike" Harris,
Founder and Chairman

Edward Michael "Mike" Harris founded Capital Consultants, Inc. in 1997 in response to requests from clients for support in managing their challenging development projects. Mike has owned and operated his own construction business for most of his professional career; managing hundreds of millions of dollars in multi-family housing construction consisting of new construction, rehabilitation and conversions. His construction experience runs the gamut from single-family luxury housing to both low and high-rise multi-family projects and commercial buildings. Mike has managed projects throughout the State of Missouri, California, New York, New Jersey, Georgia and Oklahoma.
With his extensive experience in the construction of publicly-funded and tax-credit supported projects, Mike has developed expertise in managing projects with tight budgets, tight schedules and multi-layered funding. He is outcome-oriented and works closely with each client to identify desired results and develop a package of services and a project team to achieve the client’s goals. In addition to creating innovative project-tracking procedures, he has developed a variety of methods for ensuring Section 3 involvement and minority participation in construction that has provided real opportunity to local residents. Mike’s early career was in real estate. He has been a licensed real estate broker for over 30 years.

Kathy brings significant knowledge of real estate development, finance, asset management, construction underwriting and disbursing to her position with Capital Consultants. As President, she oversees all business operations and development.
Prior to joining Capital Consultants, Kathy served as Vice President and COO of the St. Louis Equity Fund, which manages the investments of civic-minded corporations and banks in residential real estate developments to provide affordable housing, revitalize neighborhoods and provide tax credit benefits. Kathy was responsible for day-to day management of their existing real estate portfolio of 95 residential developments located in St. Louis and throughout the State of Missouri. She analyzed and helped to develop new projects financed through equity investments from corporations and banks, based upon Federal and State Low Income Housing Tax Credits and Federal and State Historic Rehabilitation Tax Credits. During her 7 years at SLEFI, Kathy supervised development, construction, asset management and administrative staff.
After four years with Ticor Title, Kathy served as Assistant Vice-President of Commonwealth Land Title Insurance Company for 8 years where she led the department she founded to become the largest and most successful in the state. It remains so today. During her career in the title industry, she was responsible for over $400 million in construction underwriting and disbursing.
Kathy attended City University in New York where she started her career in housing development as a VISTA volunteer in 1967, continuing her work in development in Mayor John Lindsay's office and later as Director of Operations of the Association of Neighborhood Housing Developers. Kathy holds a Missouri Real Estate Broker's license. She is a long-time Board Member and former President of Habitat for Humanity - St. Louis. She is currently participating in the FOCUS St. Louis Leadership Program.
Sean King, AIA, President

As President of Capital Consultants, Sean oversees all business operations and development. Prior to joining Capital Consultants, Sean was an Architect and Project Manager with Rosemann & Associates, P.C. During his tenure with Rosemann, Sean designed an impressive portfolio of affordable, senior, and market rate multi-family housing and mixed-use historic renovation projects. Most notable is the recent East Armour Boulevard renovation in Kansas City, Missouri. A 303 unit, $30 million construction project, East Armour utilized low income housing tax credits in conjunction with State and Federal historic tax credits. As the Project Manager/Architect at Rosemann, Sean worked closely on this project with Capital Consultants. Sean has developed special expertise in all aspects of multi-family development and design, including site evaluation, building design, value engineering and compliance with various legally mandated design requirements. Recognizing the principles of green building design enables Sean to provide additional expertise to clients in this ever growing realm of design and construction. Sean understands that a successful project starts and ends with a clear understanding of a client’s needs and goals, then ensures the implementation through constant project management.
Graduating with a Bachelor of Architecture from Drury University in Springfield, Missouri, Sean brings to Capital Consultants 15 years of experience in design and construction. As a former vice president and board member of Habitat for Humanity, St. Louis, Sean believes in the importance of being involved with his community. Sean is a licensed Architect in the State of Missouri and is a member of the American Institute of Architects.
Charles V. Harris, Vice President

Charles has over 25 years of experience in the construction industry. He has worked as a material supplier, subcontractor and general contractor and has acted as project superintendent and project manager for a variety of housing and commercial projects in the St. Louis region.
Charles helps both private and public clients achieve their development goals in Missouri, Illinois and the Northeast, acting as the owner's representative for both new construction and rehabilitation projects ranging from townhouse developments to high rise housing. He has a degree in business administration and a background in real estate in addition to his broad construction experience, which makes him uniquely qualified to work with owners and investors in overseeing their construction projects. Due to his extensive construction background Charles is able to recognize construction-related issues before they happen and make recommendations for avoiding common pitfalls in the field. He provides Physical Needs Assessments and accurate budget estimates that allow clients to submit realistic funding applications to state and federal agencies.
Charles maintains his real estate broker's license and is also a Certified Uniform Physical Condition Standards Inspector, certified to conduct HUD REAC inspections.
